Not always. Some stages are intended for certain resolutions or certain parameters, even if the internal parameters on .def say otherwise. Some MKProject stages come to mind.

Most are 850x480 or 1280x720, either way both resolutions are compatible with eachother.

If the stage is coded correctly to Mugen 1.0 and 1.1 standards you only need to check the localcoord settings inside the .def file.
only older winmugen style stages coded in the old format dont contain that info. they ill just use the old hires=1 winmugen plus setting which is the same as 640x480.
So yes, you only need to look inside the /.def file to confirm it

Many of them were not working for a long time.
Perhaps the admins can create a separate hosting link if anyone has all your downloads available?
